As an Exeter Township Supervisor, David Hughes identified that the township was on a path to financial insolvency. He presented the numbers and warned the board publicly. The township sued him to silence him. When they realized David was about to win the lawsuit and expose the corruption and incompetence, they settled with him for $805,000 to have him resign. After receiving the settlement, David offered to give back every penny in exchange for his seat — they refused. He was subsequently proven right: Exeter Township's reserves dropped from $107 million to $40 million. That's the kind of integrity and fiscal discipline he will bring to Harrisburg.
David Hughes served on the Exeter Township Board of Supervisors in Berks County, Pennsylvania from 2022 to 2024. He is now the plaintiff in Docket No. 25-13317 in the Berks County Court of Common Pleas. Dave Hughes offered to return every penny of the $805,000 agreement in exchange for his seat back — the Township refused.
