David Hughes Announces Candidacy for PA State Representative, 128th District

BIRDSBORO, PA — David Hughes, a businessman with four decades of financial leadership at Fortune 500 companies, today announced his candidacy for Pennsylvania State Representative in the 128th District. Hughes is running as an America First Republican in the May 2026 primary.
"For over fifty-one years, politicians have promised to eliminate property taxes," Hughes said. "I'm not running to make that promise again. I'm running to finally deliver it."
A Businessman, Not a Politician
Hughes brings credentials rarely seen in state-level politics. He holds a Bachelor's in Business Administration and Accounting from Widener University and has earned two of the toughest certifications in finance: Certified Management Accountant (CMA) and Certified Financial Manager (CFM). His career spans Fortune 500 companies including Raytheon and AMD (Advanced Micro Devices), the medical device industry at Omnicell, and international operations across South America and Asia.
"I've spent 40 years turning around struggling operations, eliminating waste, and making every dollar count," Hughes said. "Your tax dollars deserve the same rigor I've applied to every company I've ever run."
Three Missions for the 128th District
Hughes outlined three core missions for his campaign:
FIGHT local corruption and wasteful spending — including the elimination of school property taxes through legislation like HB 13 or HB 1649.
FIX fiscal literacy and transparency — requiring every municipality to publish plain English fiscal reports so taxpayers know exactly where their money goes.
RESTORE the GOP's reputation — by governing as a conservative 100% of the time, not just campaigning like one.
Proven Under Fire
Hughes previously served as Exeter Township Supervisor, where he fought to protect a $107 million windfall from the sale of the township's sewer plant. When fellow supervisors went on a spending spree, Hughes stood alone in demanding accountability. His warnings of insolvency proved correct — reserves have plummeted from $107 million to roughly $40 million, with $10 million in new debt.
When the establishment tried to force him out through censures, lawsuits, and intimidation, Hughes refused to back down. He accepted an $805,000 settlement — then immediately offered to return every penny if they would let him continue serving. They refused.
"They didn't want to compensate me," Hughes said. "They wanted to silence me. Now I'm taking that same fight to Harrisburg."
